Formatting of Ofcom documents

Ofcom's documents are often not formatted correctly. Having printed out several PDF files using both sides of the paper, I end up with documents with page numbers next to the centre binding (rather than at the end where you would expect them). It also seems that sometimes the odds/evens are on different sides, sometimes the contents is page 1 and so on.

Who is the "consultation champion" these days?

The Way forward document says it's Tony Stoller, but people on here say it's Vicki Nash.
