Is this a big place? Does the 0870 go to some automated menu system?

Maybe try numbers from 0161 438 3300 to about 0161 438 3335 which aren't listed as someone's extension to find the one the 0870 goes to. If it's a menu system, try out of hours and see what you get. :-/
