I heard somewhere that the Directory Enquries 118 118 number leads to 02920 548000 (Cardiff)

Yes it does, but only to their switchboard, ask for a number and they tell you to dial 118 118.

Just use 0161 651 0017, that is 3 Mobile Directory Assistance 118 333 (Thanks to unconfirmed db) I have used this for over a week...
