I have just received my new electricity supply contract from Scottish Power, and, surprise surprise, the only contact number listed there is 0845 270 6543. I promptly phoned (using the 0800 sales number on their web site), and asked for an alternative number. After rather half-heartedly advising me that it is "fairly standard practice" for call centres to use 0845, but with none of the usual drivel about "it's only local call rate" etc. they provided 0800 400 200, They did say that there may be some circumstances when this number would not be suitable, but I didn't pursue that route too far. I suspect that they have been briefed to not enter into the debate, and just provide the alternative when asked. (I know the number is in the database but it kind of misses the point if I just look it up!)
