I notice that as well as charging excessive amounts to call 0845/0870 numbers (plus 6p connection) ,they still describe them as local and national calls.

It's only like BT does here. Table 2 shows 0845 and 0870 prices described at "Local NTS" and "National NTS" rate, respectively. As it's the BT Together pricing, these NGNs aren't priced the same as geographical calls.
