All 08 and 09 numbers work in the same way, so yes there will be number(s) underlying them.

Although it is highly unlikely you will be able to get hold of the geographic alternative to an 090 number, as those numbers are deliberately set up to gain revenue from (and not covertly like 070x and certain 08x numbers).
