I subscribe to TalkTalk International 3 service. However, calls to overseas mobiles are still expensive. Is there a list anywhere which shows the mobile codes outside the UK, eg, in Australia numbers starting with 04 are mobiles.
Why cant everywhere be like the USA & Canada where mobiles have local exchange numbers, and can be called free with International plans.

Because they pay to receive the calls. OK, not so much now that competition works.
Second question. Why can we not have a proper regulator like the USA and Canada?
