I can't tell you who it is (Google returns no results) but it is a number allocated to Cable and Wireless (aka Energis) and is charged at 10ppm. Sounds like a scam to me if you are being put on automated hold.

NEVER call back a number you don't know, especially an NGN!

The number for C&W's switchboard is 01908 845 000. Call them up and say you wish to report a scam being operated by a number on their network.

As jgxenite points out, probably a scam. When I say scam, I mean that it generates revenue for the scammer when you call it. Such scams exist because there are people out there who actually call these numbers back thereby paying them!  :-?  ::)

I never call an 0870 number but if anybody leaves me there's on my answer service I obtain the STD number and give the an 0870 number.

I do not gain anything but revenge is sweet.
