There are loads of Norwich Union alternative numbers in the database, including one that says "Home insurance".

Have you searched the database as there are loads of numbers for Norwich Union?

The menu available on 01603 202500 gets you to most if not all departments within the company.

I've just tried it and options 3 and then 2 gets you to home insurance. You can either be put straight through and so you will be charged as per 01/02 calls on your package, or if you pay for those calls, you can dial 0800 0157767, as indicated by the message on that menu option.
