Then straight disconted. can u please tell me which bank is that?
I tried and failed.

I can confirm that this telephone number is definitely from HBOS and the department's called Money Management. This can be checked out of the Halifax website - http://www.halifax.co.uk/ManagingYourMoney/useful%20contacts.asp
If you Google the telephone number (08456000500) it does state that its for Dubai Estates but HBOS are in the process of getting this removed as the telephone number was bought from BT by them.  
They don't leave account numbers etc as this is a security breach.  Your local branch should know about the department and can provide you with the managing your money leaflet which has the details including the telephone number enclosed.

Still something fishy here.  Would a bank (HBOS) ring up to say that the person called won £10k? Unlikely. Banks don't run lotteries and don't operate scams like this.

Could it be an unusual ploy from their in-house debt team to get debtors to call in perhaps?

Unlikely, but possible.
