I just looked up moneysavingexpert UK call checker and was very surprised to find that evening calls to 0870 on BT are priced at 1.5p per minute. Can this be right and when does the evening rate start?

That is correct. For 0870 numbers, "evening" is defined as 6pm to 6am Mon-Sun (7 days a week). This is for customers on BT Together tariffs.
