Looking for a geographical phone number for
County Parking Enforcement Agency PO Box 548 Northampton NN7 3WR Tel: 0870 240 0545 Not only did they incorrectly slap a £80 parking notice on my 80 year old mum's car at Kings Lynn QE2 hospital, but they also want to fleece her of more money to contact them on their non-geo phone number to get it sorted >:( All help appreciated Wavey |

No info at present on a geographic phone number but you may find the followiwg website of interest, especially the 2 July post which relates to the same place (Kings Lynn hospital) where your mother got the parking ticket:

If we can't find their geographic number and you must ring them phone in the evening (after 6 pm) when 0870 numbers from a BT landline cost 1.5p/min plus a 7p connection fee.
County Parking say their phone is manned 24/7 |

Many thanks for the link Lompos. The posts look interesting and helpful. I will definitely send my appeal to CPEA in writing (and to the QE2 hospital trust expressing my thoughts on their parking policy), rather than phone.
Its interesting to compare the attitude of the QE2 trust to that at the Norfolk and Norwich hospital where, at times when the visitor car parks are full, I have seen the attendants open the barrier to the staff car park and let visitors park for free. Refreshingly human. Tnx again Wavey |

These are invoices and not legally enforceable, they are directed against the driver not the Registered Keeper, ignore them, do not correspond with them they will go away.

I think the only way these private operators can actually get money out of you is really by clamping you at the time as its kind of hard to argue they are acting illegally when its late at night and you have no vehicle to drive home in. |

It is true of Tesco etc, remember only the Courts can FINE you, these "Penalty Charge Notices, (PNCs) are only invoices directed against the DRIVER, not the Registered Keeper, so if you ignore them they can only get RKs details from DVLA and that is not necessarily the driver at the time, and you are under no obligation to supply driver details to said company, so just ignore the invoices, there are plenty of thread on MSE, and probably on pepipoo that give the same advice, IGNORE THEM and they will go away. Late at night you should call the police for intimidation and harassment, both CRIMINAL offences, although the police may say it is a civil matter, at least you would have some form of record and a log number, you can,if you pay them, sue them for the return of your money through the small claims court. |

If they use number plate recognition cameras (as some larger Tesco branches near town centres may do) then the danger is surely that if you don't pay the next time you visit their car park the number plate recognition system flags up you are a non payer when you arrive to central control and then they come and clamp you.
In that situation possession is surely nine points of the law. That is they possess your car and you cannot get it back because they have clamped it. My experience of the Boys in Blue is that they will side with the clamper in these kinds of circumstance unless you have a court order that says the law is on your side. |
