Correct me if I'm wrong, but I think the Change4Life campaign is the first DoH/NHS campaign to use an 0300 number (http://www.dh.gov.uk/en/News/Currentcampaigns/Change4Life/index.htm). In fact, all the helplines seem to be using 0300 numbers, which is hopefully a very good sign for things to come!

Yup, but "For more information please see our Frequently Asked Questions about the Change4Life movement or call 0300 123 1004 between 9am – 6.30pm Monday-Friday. (Calls to 03 numbers should cost no more than geographic 01 or 02 UK wide calls, and may be part of inclusive minutes subject to your provider and your call package)."

Should cost? may be? - from down the page that you quote.
Still, it is a start.
