070 numbers are not mobile numbers. They are "personal" numbers and are charged at up to 50ppm from a BT landline and mobile providers don't treat them as inclusive.

UK mobile numbers start 075, 077, 078 and 079.

Personal numbers (070) are sometimes used by scammers to give missed calls, particularly to mobile telephones. The 070 number comes up on the victim's caller display and they often call it back thinking it's a mobile number.

Ofcom had promised to make 070 numbers in to 06 numbers to stop this con from continuing three years ago but as usual they back tracked when a few of their chums at the telcos complained that ending the con might cost them money.

See www.ofcom.org.uk/consult/condocs/070options/

There is one thing that we can always count on Ofcom for and that is that despite being a so-called independant regulator, they always favour what communication providers like/want moreso than what is good for us general public
