0800 and 0808 numbers are free to call from a landline. From a mobile, they will be charged at the price set by your supplier.

Yes - as long as the number starts 0800, it doesn't matter what digits follow it.

The "08000" prefix is just how it's written. The number is still the same. So, for example, these numbers are the same:
0800 089 1234 08000 891 234 08000 891234 |
