In what context have you come across this number?

What has this got to do with the Freedom of Information Act?  :-?

Probably not the correct forum to post in but could not see anywhere else to post. the reason I asked is because I have been receiving some nuisance calls from the number I posted. and when I tried to return the call to the number it just rings, I have since found that I am not alone (http://www.phonespamfilter.co.uk/search.php/08458638313) and others have had similar experience (see link) I found this link via this website.

It is a bit of a shot in the dark, but if I can find out it may help others as well.

The prefix 0845 863 is allocated to Opal Telecom, TalkTalk's business telecommunications division. Its chief executive is Paul Lawton and I believe his e-mail address is plawton {at} opal {dot} co.uk  ;)
