I'm a foreigner and want to check the number showing in my telephone billing.
Can anyone help me to check or know this number > 0871 4789 120?

I'd like to know whom this number belong to?
It cost a lot to my bill...

No idea, so if you want to know you will have to phone them and find out. I think that number is is 10 pence a minute from a land line plus the set up fee. I can not find anywhere who that number belongs to.

Another way maybe (?) is to ask your provider

Another possibility is to google the number & see what shows up, often that will tell you who it is and if there have been complaints about them via links to other sites, also searching whocallsme & other such sites, there is often a great deal of useful information including whether the number is linked to any scam or suspicious activity.

This number appears to be UPS/Lynx etc Tracking Service. If you have tried to find out where a parcel you have not received has gone astray and telephoned this number - you may have run up an expense. Hope this helps.

I've tried to call that number one time but it just said "please put your order number and follow by # key".

Someone used my telephone to call that number and that's why I'd like to know who is it.
But from the phone call that I made, I've no idea.

In which case, it might be worth pressing # (or even *) when it requests the order number or maybe enter a made-up number, i.e. just press any digits. Do this to see if it goes through to either an agent or a recording that might give a clue as to what company it is.
