I used to work for an NHS Trust in the North West, so may be able to help you here.

First, can I ask what (in general terms) you are trying to contact them about?  I.e. To complain about a service you received? To ask about specialist finding for your care? To find out why some service has/hasn't been commissioned?

If you fancy reading on, I'll explain why.

If you are a patient, there should be no reason to contact a Strategic Health Authority (SHA).  They deal in general terms with what goes on in a region, but normally have nothing directly to do with any one patients care.  They're not even a 'regulator' in the sense that most people think.  The regulators for NHS services are normally the CQC, Monitor or the Ombudsman (though there are five others).

You need to find the right type of Trust to contact.  See http://www.nhs.uk/NHSEngland/thenhs/about/Pages/authoritiesandtrusts.aspx for more information.

If you are trying to find out information about care you are / have received, the best people to contact would be the Patient Advice and Liaison Service for the Trust you are receiving care from.

If you are a bit lost, and don't know who to contact, and don't want to say what it's about, then the best place to go is to your Primary Care Trust (PCT).  Your PCT are responsible for paying for all your healthcare, right from GPs and pharmacies through to inpatient hospital operations.  PCTs control about 80% of all the money in the NHS.  :o
