You could say it is a "10p minimum call", but very cheap.
I don't see a problem with this one, 10p for up to 60 minutes, or 1p for 6 minutes,

To me for someone who does not use a mobile very often it is an excellent sim offer, although a quick call of 1 minute costs you 10p, but not many have that rate, the lowest I know about is TPO, (https://www.thepeoplesoperator.com/tpo_payg_rates#standard), who charge 5ppm, but go into the second minute it has already cost you 10p then ongoing costs increasing.

Actually TPO is 4p/min since Dec 11th 2015. There are cheaper operators charging 3p/min: 3, Delight, Tello and toggle.
