I believe they do on the basis of one of the FAQ's which advises that Orange may show instead of Vectone.

No UK Mobile offers allows you to keep your airtime for ever if its not used. Three clearly state

Yes it does Run over the EE 2/3G network.. Vectone has been running since 2009 and is owned by the same company as Delight Mobile.

Unusual on  Payg but other companies offer the facility on Biz Contracts. EG:
