https://trace.london/ i've never had to use this site fortunately. It's main use is to find if your car has been towed away by the council. I entered my own reg number as an experiment and got this:

"Vehicle registration not found

    Vehicle registration *******has not been located on TRACE. Please check that ******is the correct vehicle registration number and try again.

    If ******* is the correct registration number, and this is the first contact that you have made with TRACE to try and locate your vehicle, please try again in 30 minutes to see if there has been a delay in receiving the details.

    If you have previously contacted TRACE on this matter and there is still no record of your vehicle please contact the call centre on 0845 206 8602 to speak to an agent."

This may be a valid use of a premium rate number as they are offering a potentially useful service but even if it's a legit use of 0845 they must declare the call cost.

TRACE is operated by London Councils (http://www.londoncouncils.gov.uk) and is therefore covered by the Cabinet Office guidance - Customer Service Telephone Lines - Use of Number Prefixes.

It seems that other former 0845 numbers it operated have been switched.

The fair telecoms campaign will be happy to pursue this with the relevant officer. We have a very good (although not perfect) success rate in persuading non-compliant public service bodies to make the necessary change, but are happy to support others who may wish to take this on. We see the campaign as being fully inclusive of all those who share our objectives.

It appears London Councils promote a variety of 084 and 087 numbers, not only for TRACE but for paying a Penalty Charge and other things:

It seems likely that the Fair Telecoms Campaign would be best place to assist with this.

There are a few numbers affected.

An update regarding TRACE their number is now: 0300 077 0100

Found out today (not sure when it was changed) by change after clicking a link from Hillingdon Council

London Council's website needs to be changed here as call's to 03 numbers are not Free.

There are likely to be many other websites promoting the old 0845 number. It is therefore most important that the old 0845 number plays a free-to-caller message telling all callers to hang up and to re-dial the new 0300 number.
