That's to call an Irish "landline".
1899 charge 1p/min to landlines in Ireland and 15p/min to mobiles. I've just called the number and the 1899 announcement says "15p per minute." So that seems to confirm what I was suggesting; that this number is not charged at landline geographical rates. Is this a similar anomaly in the Irish numbering scheme as 0845/0870 is in the British one?
