Another way of trying to trace who is behind a PO Box number is to call the Royal Mail (T: 01752 387112) and ask them for the address of the PO Box Holder (the actual street address registered against the PO Box). 

Example: PO Box 175, Newport NP20 1XA
Registered Address: Newport Passport Office, Olympia Ho, Upper Dock Str, Newport NP20 1XA.

Royal Mail are legally obliged to release this information, and they are required to release this information over the telephone, no written request is needed.  I know this works as I have obtained information regarding PO Box address from them before.
