Toll Rate numbers (Read 3,502 times)

Toll Rate numbers

I've just discovered that Virgin mobile calls 0870 and 0845 Toll Rate numbers. They charge 10p per minute for the 0845( Local Toll Rate) and 15p for 0870(National Toll Rate)
When is a premium rate number not a premium rate?
