Was this within a warranty period? If so, it is disgraceful and you should write to head office and complain about the fact that the technician couldn't help. They should refund the money. You can also mention the fact that the support number should be free for customers who are under warranty - in the USA, I notice it's an 800 (free) number.
If it isn't under warranty, it's still quite bad that he couldn't help. However, £3 an hour is a very low rate for a computer technician, so you should be glad it isn't an 09 number at >50p/min.
