The Daily Express has been attacked in the past because it's owned by the publisher of Asian Babes, but another reason should be that its contact numbers are in the 0871 range. For outside the UK, there's +44 870, which will also be charged at a premium, assuming it's accessible at all.
What complete hypocrites - how can they campaign on behalf of the consumer against rip-offs, and charge a premium for telephoning or faxing them. I've done websearches on Daily Express 020, but haven't been able to find a geographic switchboard number.
