I read somewhere on your site a post that listed the questions you should ask under FOI regarding use of 08 numbers but I can't find it now and want to ask the HSE about it's number.  Given that many people want to ask questions under FOI, could you have a separate section which lists the questions you should be asking.

Yes, that's the one.  Given that many people will want to exercise their rights under FOI, would you consider having a section for questions to ask under FOI.  I will certainly be using them to query some of the companies around here and I'm sure others might like to do the same.
