BBC TV Working Lunch

Just been announced that a story regarding use of 0870 by Gov Agencies (DVLA mentioned) is to be done tomorrow (I think).
Let's hope they have correct info to show them up for what they are!!

As BBC are a serial abuser of 0870 be interesting to see their spin on this!

About time they did this too. I have been sending messages to Working Lunch about these abuses for a long while.

The only problem is will they get the facts anywhere nearer correct this time? When they have dealt with these issues previously they have ignored the key facts and given false data, such as the maximium premium which any 0870 number receives is "2 p"!!! They have also glossed over and deliberately downplayed call queuing and the very large differential between the cost of a 0870 call and what the same call would cost using the best value carrier for a GN. They also avoid the complete issue of the resurgent abuses with 070 PNS numbers.

Ah well, we can but hope - but don't expect too much I fear.

Don't forget the BBC's Working Lunch are discussing 0870 today at 12.30pm (10minutes from now).

Not bad (except the woman kept quoting 7p/minute for 0870 calls).

Nobody asked the obvious question though - why, if they're allowed to make money receiving these calls, aren't they forced to use 09x numbers?

It was in fact another one of their usual whitewashes!

One can hardly be surprised after all, since the BBC is controlled by the government, and they do not want the gravy train to end with all the revenue they are now raising from these abuses, particularly now that the outlook for the Economy generally is looking worse. I suspect great editorial pressure is put upon Working Lunch with subject coverage like this, so they have to present the NGN abuses all rather as Ofcom is shortly going to do again?

Angry viewers rap 0870 call costs 
Government agencies make millions of pounds because people have to call 0870 numbers, newspaper reports claim. But they're not the only ones using them - BBC News does as well, something that annoys viewers.
Brian Taylor told NewsWatch that the BBC should be more open how much the calls cost and, below, Michael Stock of Audience Services supplied some answers.

Brian Taylor's opinion: I think that the use of an 0870 number is dubious to say the least. Very few people realise that this is actually a premium line.

The government make £1.25m out of us by calls to the DVLA, the driver and vehicle licensing centre in Swansea. Doctors' surgeries are using 0870 numbers now, everybody uses it and I think it's manifestly wrong.

I refer in particular to the BBC's Breakfast programme, where Natasha Kaplinsky, Dermot Murnaghan, Bill Turnbull and others are all exhorting us to call them but we never know what the cost of that contact is going to be.

  Do the decent thing and advise your callers the exact cost of their call

On ITV's breakfast programme, GMTV, they actually do state, clearly and concisely, the cost of each communication. The same goes for their news programmes in general.

If you open the front cover of the Radio Times you'll see they all advertise an 0870 number for contact.

The trouble with these lines is that no one knows, unless they are told, exactly what the cost of their call might be. That is in the hands of the line owner - in this case, the BBC and its associated affiliates.

I challenge you to do the decent thing and to advise your callers the exact cost of their call to you. You are paid to bring us the news and that should be the end of the matter. No more profiteering at public expense.

Michael Stock denied that 0870 numbers were premium rate

Michael Stock's response: Firstly, I should say that 0870 numbers are not premium rate numbers. Those are used very sparingly by the BBC and are regulated by our own internal editorial policy team and externally by Icstis, the official regulator.

With 0870 calls, the rates vary based on the operator and time of day and length of call and if you're calling from a mobile. They vary between 8p a minute if you're calling during the day to 5p in the evening and 3p at weekends.

What matters most to our audience is what the average is - and for nine out of 10 of the audience, it costs no more than 21p to ring the BBC.

And it's worth pointing out that the BBC doesn't make any money from these calls. A rebate is available to organisations who use 0870 numbers - but the BBC has waived its right to this in return for better telephone services for the audience.

The BBC has got free numbers, when you have a helpline or when the audience is giving money to a good cause. We do use 0800 numbers in those situations.

But if the BBC was to pay for the audience to ring in... we wouldn't have as much money for the programmes.

We don't think it would serve the audience more. Two-and-a-half million members of the audience ring the BBC each year.

For those individuals the cost of a call - less than the price of a stamp - is not a barrier. It's really about value for money for the licence fee payer.

Another reason why 0870 numbers are used is because of their technical benefits. Unlike geographic numbers based on a town or city, calls to 0870 numbers can be switched to be handled by our teams in, say, Manchester or Glasgow or Belfast, so we can respond to peak demands.

I think that not only the BBC but the industry has to work harder to let people know what calls cost. The regulator, Ofcom, is going to publish proposals next month because there are a lot of issues about this range of numbers.

One thing the industry needs to do is to make the pricing a lot simpler and to make it a lot clearer for Mr Taylor and the rest of the audience to know what it's going to cost, so we do agree with them.

Though the item on Working Lunch could have been more 'hard hitting', I did feel they had tried to give a reasonable overview (considering item time constraints on these programmes).
The lady presenter did keep mis-quoting the rates, but Adrian was much better in his interview - he had done some homework!  The interviewee looked decidedly uncomfortable on a couple of occassions!
All in all, a bit more publicity generated about the costs of 0870 and the idiocy of using National & Local rate descriptions.

I think the campaign may be moving out into the public perception at last - albeit slowly!!

For a report into government departments and 0870 numbers, the main thing I think they could have mentioned is how much the likes of the DVLA actually make from them!

Agreed, Dave, but I also think that leading the general public to question the pricing of 0870 can do no harm.
Often giving figures for what Goverment 'makes' can be overpowering - we are always hearing of 'deficits' etc of £billions - and we still sleep at nights!
But getting folk to think about their 30mins at 8p/min on-hold at a call centre tends to focus the mind better, I think. They did not a bad job on that score, I reckon.
But hey, any publicity is good publicity for our case...? Isn't it?

I agree omy, it wasn't that bad of a watch considering.

I noticed they even mentioned BBC's use of the 0870.  It was extremely brief but they did still mention it though.  That was my biggest surprise as I thought they wouldnt of mentioned the BBC use of 0870 at all.

Yes, bbb_uk, I thought that as well when they mentioned their 'own' use of 0870! (But hadn't wanted to sound as if I was being to synchophantic to Working Lunch!!).
Maybe there might be some small 'cracks' appearing in the defences of 0870 companies?  Let's hope.

Having just watched the programme on video, I found it very interesting.

It is mainly the DVLA which they attacked, and they did come up with some figures of just over £1 million that they made from 0870 calls.

They also had a guy who looked for info on the DVLA website, and was told to call their 0870 number.  After being on hold for 30 mins, the DVLA just told him to go to the post office.

The DVLA hit back by saying what they have done to members on this site, in that if people want to call them, then the 0870 number helps with the call centre costs, and doesn't penalise those who choose to find out what they want from the internet.

He dodged the issue of this man already looking on the net, and being told to call their 0870 number, and then being put on hold for half an hour, paying 8p per minute (£2.40 for half an hour) just to listen to their music, whilst the DVLA creamed off probably at least £1 from that.

I e-mailed Panorama about raising this issue over a week ago, but they haven't even replied back yet!!

I've tried Panorama, too - and Channel 4 Dispatches - but same as you, got nothing back.
Just need to keep at  them till they give in, I suppose.
