Ofcom published the findings of some research it carried out on NTS. This was to go along with the current consultations and can be found
here.
This is relevant and should have been published along with the consultation documents, especially as it is apparently what Ofcom has been upto in the nine months between consultations.
Due to the complexity of the issues involved, I think that some of the research should be treated with a certain amount of scepticism. The findings indicate that 30% of consumers are aware revenue sharing (RS) is allowed to take place between SPs and their CP. So how can telling the other 60% that RS takes place provide them with sufficient understanding to make a balance decision? The size of the consultation document must be an indication of the options and issues involved.
A simple question of whether RS between TCP and SP should be permitted is, in itself, not that simple. Consumers' answers will be based on how it would affect them, that is, the cost of the call. On the other hand, if the interviewee looks at the question and thinks that it is asking whether they find it acceptable that SPs can receive revenue or not, then they may answer differently again.
That's especially true because when faced with a 'real-life' situation, such as needing to telephone a bank or insurance company, the question of whether one would "think twice" about calling is completely irrelevant.
