When Health Centres move to 08x, they either replace the geo number with a message, or cut it off; otherwise people would carry on using it. If there's an underlying geo number, it will be a different one that's never been in the public domain.
I suggest a Freedom of Information request to the practice. Alternatively, you can tell them that your phone service doesn't allow you to call 0844 numbers, or tell them you are going abroad and are worried about not being able to contact your doctor in case you are ill, etc. Finally, you could try contacting your MP, councillor, local newspaper, etc.
Incidentally, this number costs 5p/min at all times from BT lines.
