Yes, I think you did misunderstand it.
1. To access 18185, you call the 02 number from your mobile (which will be
charged by your mobile company, or come out of your free minutes). (Alternatively you can access it free from a BT line by simply dialling 18185.)
2. You then dial the 0845 number your want. 18185 will charge you for that at 4p connection, plus 3p/min weekdays or 1p/min weekends. (0870 numbers are 4p or 2p respectively.)
That is about the cheapest that you will find for dialling an 0845 or 0870 number from a landline or mobile.
But I agree with Dave that if you can
bypass using an 0845/0870 number by using a
direct alternative geographic number for that
specific 0845/0870 number, then that is the best option. That's what I meant when I said earlier:
