This could be because the second and third numbers are direct numbers to their ticket office but the people sitting at those two desks are not in. As mentioned in my reply to your other thread, an 0870 allows the call to be transferred to the next available operator (if one is available) whereas sometimes the geographical may just be, as appears in this case, a direct line to one or two of those operators.
You could try dialling various numbers between 01923 496360 and 01923 496386, so say 01923 4963xx.

I found them on this site in the
UNVERIFIED database. This site has two databases. The first is the normal database where numbers, at the time they are checked, are working and correct. The other database is the unverified database where numbers are added by forum members such as yourself. They stay on this (unverified) database until they are checked and then moved to the normal database.
The unverified database is accessed either via the links above or from the bottom of the page when you click on 'Search to find an alternative number'
