Blocks of 'phone numbers are allocated to different companies. As your line was originally NTL, you presumably have a 'phone number that is in a block of numbers originally allocated to NTL. It would seem that Tesco is looking no further than that, and not considering who is currently supplying the service to that number.
In other words, yes, they probably are "as clueless as the appear to be"!
