2006 Scottish Census Test uses 0845 number

I am in a test area for this exercise. The contact numbers are - of course - 0845 xxx (local rate number).

I want to protest this but I assume the Registrar General for Scotland is not covered by advertising regulations?

Can some one advise me of any government precedents I can quote? Undecided
