Indirect access for all?

I suppose it made sense in the early days for BT to be forced to allow indirect access to the new networks. But did the original legislation put some sort of "size" limit on the other direct access telephone networks before they would have to provide indirect access as well? Don't you think that NTL have an anti-competitive advantage now?
