"Ofcom is to extend its termination charge regulation to 3, although the operator will still have to pay less than its 2.5G rivals.

The move is likely to be an unwelcome coming of age for the operator, which was seen as taking advantage of its unregulated status when it offered to reward its prepay customers simply for receiving calls.

The regulator said it would lower termination charges of calls to Vodafone, O2, T-Mobile and Orange to around 5.3p per minute. Calls to 3 would be capped at 6p per minute. The new rules will be introduced in March 2007.

The decision to give 3 a better deal was based on its relatively small size in comparison with the other operators. An Ofcom spokesman also said the regulator wanted to encourage investment into new services such as 3G"
