All of the numbers are ultimately provided by Inquam, which is the shell of the defunct network Dolphin, and part of another group. Then call providers seem to use the numbers to access their own systems.
Some numbers are apparently pretty similar, such as the 974 or 688 or 888 that often appear in S-F/Auracall/Story and their many affiliates. Some of these affiliates sign up for their own suite of numbers and promote it to friends or by spamming them on various websites, such as perhaps even the number above which appears nowhere else on the internet. Given the turnover needed to make much money, I doubt if most agents succeed, but they are certainly the most numerous.
The other main providers of these callthrough operations seem to be Yourcallworld, which is a retail arm of Inquam, and PlanetTalkFree, which is part of Primus. As far as I can tell, Victorconnect/Briing, which is one of the most energetic spammers, is reselling PlanetTalk - certainly the access numbers and announcements are similar.
In terms of available destination coverage, the S-F/Story range has reduced a lot since about August last year, whereas YCW and PlanetTalk still have a wider range, including many European mobiles. Sometimes 0870 numbers drop in and out of access via 07744, and India and Pakistan are unsurprisingly very popular, but also fluctuate in and out of availability with changes in wholesale carrier rates.
