I'm just wondering slightly if actually the OP means how to make a call to there.

This rather reminds me of the protracted thread about these numbers that turned out to be about a Microsoft Ireland number I submitted to the database here.

+353 means 00353... - Ireland as all the replies suggest, the + being a convention that arises from countries using various int'l access codes from within them, eg from USA 011, but the most common is 00. And GSM phones can actually use + for direct dialling, but don't try it via callthrough providers from your mobile
