How is it possible to regulate call queuing ?

How is it possible to regulate call queuing? Is this already successful for 09xx numbers and if so can anyone shed any light on how this is achieved it seems to me that there would be plenty of ways around this and attaining the same result ?

Its already illegal for duration based 09 numbers but not illegal for 084/7 numbers, even it would seem when ICSTIS take over regulating 10p per minute 0871 numbers.
