The first thing that I suggest you do is email the management to express your disgust/disdain at their new number. It costs 10p/min from KC, BT and Virgin Media (formally ntl:Telewest) lines. Mobile providers usually charge more. You're talking in the region of 35p/min to 40p/min, so if you're out on the road, depending on the length of the call, it could cost quite a bit. I also suggest that you also inform fellow users of this service about the costs and suggest that they complain too.
I note that the message redirecting to the 0871 number is a network announcement rather than a recording they have put on.

I have just Googled the
01482 600570 number and it appears to be a Hull City Council service rather than an East Riding FA one. I cannot find a trace of it on the ERCFA website.
Not sure whether you should complain to ERCFA or not, although I suppose if you make them aware of the issues, they could contact the council.
