If they won't reimburse you for the cost of calls, is it in the contract?
I can't give you legal advice, but if there is not mention of this then I would approach trading standards if the alarm company isn't forthcoming. If it mentions about the call back but neglects to mention the fact it's an 0870 number and/or its cost, then perhaps they have a case to answer.
