A pedant writes (3 years work for a telecomms supplier): the correct formats are
(020) 7591 3000
+44 20 7591 3000
though spacing in the subscriber number is optional (75913000 and 75 91 30 00 would be ok).
The (0) malarky is verboten under the appropraite ITU-T E.123 format (it's burned into my cells) due to confusion with area codes as written in North America. I give though that this is very popular in Europe but strictly it's a no-no. There are more important battles such as with call costs so I return you to the regularly-scheduled war...
