Obviously they're are specifically choosing which posts to accept and which not to.
I did originally try with my forum name and yesterday I re-submitted it with my actual name but again to no avail. I tried this morning and removed the e-petition paragraph because it had an webaddress in it thinking that they didn't like webaddresses in posts. During my three attempts, I used a valid webmail address and I have checked this and not received a thing from them (not even in my junk mail folder).

In most cases your telephone provider tries to hide the cost of these calls as well - eg BT - which is contrary to Ofcom regulation.
Most Government authorities and some Police forces have started using 08x numbers and may also receive a "rebate" as well (eg Derbyshire receive a "rebate" of somekind). The DVLA/VOSA makes money from the calls.
Big companies like Sky, CPW/TalkTalk, BT, BA, Argos use these higher-priced numbers to earn revenue.
Nothing I mentioned was a lie at all.
