what are the rules for advising of 0871 costs?

I know companies no longer are allowed to say charged at national rates etc - but are they supposed to tell you how much calls cost.

I know 0871 is 10p per minute yet Ideal World shopping channel makes no metniosn of this - not even in the small print on their website.

Are they suppose to tell peopel or not. I also ralsie that 0871 numbers will be controlled by ICSTIC next year, but wondered what the current situation is.

There is near enough basically no rules at all surrounding all 08x numbers.

You can't state they're local/national rate but only the ASA currently enforces this with its limited remit which is currently non-broadcast adverts.  Things like TV adverts, radio and websites, etc can do what they like to a certain degree except you can make an official complaint to Consumer Direct who would then pass it on to your local trading standards office and they would pass it on to the 'home authority' trading standards where the company h/o concerned is based.

So to answer your question, 0871 numbers only have to state the price of the call if its in a non-broadcast advert (magazine, etc) that the ASA can deal with.  In pretty-much all other cases, they don't have to do anything at all.

Based on the ICSTIS pre-consultation on 0871, it looks like nothing much is changing on these rules because ICSTIS don't seem to want to force any regulation on the use of these numbers.  Only when the final consultation comes out will we know - this is due shortly.

The program for my Orchid Ranger 400 bars all 070, 0871 and 09 numbers now - in case the GL tries!

I suppose I'll have to bar 0872 and 0873 numbers too shortly.

IIRC, Ofcom's previous proposal was that the fourth digit of 084/087 numbers should identify the price range.  As 0871 are 10p/minute, does that mean that 0872 numbers will be 20p/minute and 0873 numbers will be 30p/minute?

Thanks - so do you think it would be worth making a complaint? I suppose it would annoy them if nothing else?

You couldn't make a complaint to the ASA as it's not a non-broadcast advert and I think going through the route of making a complaint to Consumer Direct involves a lot of red tape, time consuming, and in most cases useless because they not technically breaking any law.

You could try complaining direct to the Ideal World shopping channel and point out to them the links from ASA that stipulate call costs have to mentioned.  Depending on how clued up they are, they may realise that it doesn't apply to them except in any magazine/paper adverts or if they're not clued up then they may start changing it.
