It has probably been moved to another 01823 number(s) they have. That looks like there are at least 2000 possible DDI numbers!
I would be suprised if it were to be a memorable number like 355555 or 355655 etc because it is not given out to callers.
You could ask the council. The page for compliments and complaints is

Call them and see if they will give you the 01823 number, or alternatively, we could list it as the alternative on this site, and they will get loads of calls.
Numbers beginning 0845 345 are allocated to Opal Telecom, a part of Carphone Warehouse. Assuming that they have not been ported away from Opal, then the council has been sold by promoting them as 'LocalCall' numbers. See Opal's site
here. Therefore, they may be under the false impression that they are doing you a favour by giving you a 'local' number.
