Oh no they're not (they may
think they are by replying with that nonsense when asked the question, but
they're not).
It
may even be that the advisor actually believed what she told you. Or it may be that the reply was how she was told to reply to such a question. In either case, it just proves the point of the campaign against these 'disguised premium rate' numbers.
As allegro says, what you dialled (0800 xxx ) is what you will be charged for so, as 0800 is freephone, that's what you'll be charged - provided you called from a landline (mobile providers charge extortionate rates for freephone calls).
