I appreciate this is old news, but felt it was important to give credit where it is due, even belatedly.
MetroNet are walking the walk on the 084/087 subject.
They switched to an 0845 when they were taken over by PlusNet, but soon reacted to feedback and provided a geographical alternative on their website, and nowadays they are even announcing it on the message when you get through.

As BT acquired Plusnet (fairly soon after Plusnet bought MetroNet), MetroNet probably aren't allowed to get rid of the 0845 altogether, but they seem to be acting with a level of customer friendliness which few other Telecoms businesses would even understand, let alone implement.
They seem to be a genuinely innovative (see some of their pricing plans) and customer focussed outfit - I'm impressed with all dealings I've had with them - they're a prime example of "small enough to care" - and they seem to successfully resist becoming like their greedy corporate parent(s)
If somehow a MetroNet customer service person could mow scale the BT ladder and get themslvles into OFCOM, the consumer might have a chance.
I'm not connected in any way, just a happy customer.
