Are you a student? If not, can you ask who is the provider/operator? The person whos flat it is must know who they pay for service.
For starters, I assume that the 0870 number is a direct number to one particular flat. The prefix 0870 214 is allocated to
Affiniti Integrated Solutions, a part of Kingston Communications. Change date is given as 09/2003.
Within the Crewe code (01270), Affiniti have two prefixes:
01270 01 (08/2003)
01270 86 (06/2000)
The first one is a "national dialling only" number because the local number begins with a 0. Therefore, the 01270 code must be dialled, even from a phone with a 01270 number. However, there have been reports that some of these national dialling only numbers cannot be dialled from some phones including BT lines. Apparently they can be called from NTL (Virgin Media) landlines and Orange mobiles.
Try the prefix with last four digits of the internal extension number. This may differ from the last four digits of the 0870 number.
