BAA and other UK airport operators are major users of 08X premium numbers, and despite the fact that by their very nature, airports can reasonably expect to receive internationally-originated calls, they persist with using numbering that often cannot be called from overseas. I vaguely recall a posting, maybe on here, that referenced a pilot of a light aircraft trying to call an airport's 087 number from a cellphone and being unable to connect. Perhaps he was roaming on a foreign network.
I once tried raising airport use of 087 with the CAA. It would not entertain my complaint as I did not live in the UK.
Unless you can find an alternate number on here, I suggest you complain to your MP and hope that s/he has some understanding of what you are talking about.
Incidentally BAA uses a geographic alternative for its 'shopping line' for the convenience of callers from overseas. It will not do the same for general flight enquiries. This reveals that revenue from such calls is very important to the operator, and when I spoke with a BAA representative some time ago, he even admitted to this.
Once again, what a wonderful system you have there in treasure island, and just where is the regulator? It has its head up its rectum as usual.
