In an effort to convince government departments and even companies, we need to find the cheapest provider for 03x numbers.

Having done a quick search, I've found Global Telecom who charge 1.9ppm (peak rate) for receiving calls on one of their 03 numbers.

If anyone can find a cheaper supplier, or one of similar comparison then post details.

It depends really.  If they've said they're looking into an 03x then you could mention which is the cheapest supplier (as far as we know) and chances are it'll be cheaper than BT and some other main communication providers that the police may use.

If they've not even looked at 03 then you have to convince the police force stating Ofcom, etc recommend the use of 03x by public sector.  Giving the police a rough idea of the cheapest supplier of 03x numbers I cant see that it hurts us in any way.  In fact, I believe it would help because some police forces (and some other government depts) use BT as their 0845 supplier so passing this information on could help them change suppliers or maybe even negotiate a cheaper deal with their current supplier to make it that slightly more desirable to migrate to 03x.

That's fine for those using VoIP but chances are they'll want their potential 03x number diverted to a geographic number.  I couldn't work out if A&A charge (and if so, how much) for incoming calls to an 03x where the number is diverted to a geographical instead of VoIP.
